rVictoria “Tori” Miralda hails from Northern California. Childhood experiences in 4-H, and seeing first-hand the power of “camp” and the outdoors instilled in her a deep respect for nature and a desire to help others experience its many powerful and free gifts. Tori graduated from the United States Military Academy in 1990 and is a combat veteran with 29 years in the Army as a communications and space officer. A life of service built upon her rooted love of the outdoors inspired her to establish a “camp with a purpose” for Veteran’s and First Responders to reconnect and share experiences with each other in the freedom of outdoors. Her goal is to maximize access to those who have served, thus, Operation “Reconnect-Recreate- Rejuvenate.” She established Moon Eagle River Ranch along the Bitterroot River outside of Sula Montana in 2020, and dedicated this special place to those who have served and for those who are to follow.  Tori is also an avid skier and hiker; she and her service dog Luna can be seen at the Ranch walking the land and listening to the iver’s song every chance they get.

He attended the United States Military Academy where he first met our founder, fellow cadet Victoria Miralda, and their lifelong friendship took root. He graduated in 1989 and served on deployments/assignments to Iraq, Afghanistan, Germany, Jordan, The Sinai, and Kosovo. Colonel Balcavage retired in 2017 and began post-Army life in Kennebunkport, Maine with his wife Kim. Together they established and continue to grow a leadership development company, helping leaders realize their full potential at any stage of their career. Additionally, Bo coaches U.S. Army brigades on planning techniques at Fort Polk, LA. Bo and Kim are active in Maine non-profits to include Boots2Roots, ESGR, and 100 Men Who Care. Bo and Kim jumped at the opportunity join the Veterans Victory Alliance team, and are excited for another opportunity to support those who have given so much to others. Bo and Kim have two children, Jared, and Kaleigh, and a dog Carli, and are outdoor/travel enthusiasts.

She spent over a decade on Active Duty with two deployments in Iraq, and is currently employed by US Army Space and Missile Defense Command. She is passionate about the outdoors and helping veterans. She spent over a decade on Active Duty with two deployments in Iraq, and is currently employed by US Army Space and Missile Defense Command. She is passionate about the outdoors and helping veterans. When she is manages to find free time, Brandy is also an avid backpacker and hiker, and believes in the healing powers of the wilderness. Originally from Texas, she has called the mountains of Colorado home since 2004, and lives there with her husband Mark and her two rescue dogs.

Bill spent 5 years in the Army before moving to a 32 year corporate career. He met Tori at West Point and was blessed to reconnect with her after years of life taking them in different directions. Bill is  passionate about understanding and helping others, believing that your legacy is formed not by what you accomplished but how you made people feel. He has been been married for 36 years, is the proud father of 2 adult children and lucky dad to 2 German Shepherds. Bill is  honored to be on this board and will work hard to ensure that VVA has the impact its vision intended.

Cameron Leiker grew up in El Dorado, Kansas and enlisted as an infantryman in the Kansas Army National Guard in 1986. He graduated from Emporia State University in 1990 and was commissioned as an active duty armor officer. Colonel Leiker retired in 2018 with a total of 32 years of service. Cameron served in the United States, Germany, Rep

Cameron Leiker grew up in El Dorado, Kansas and enlisted as an infantryman in the Kansas Army National Guard in 1986. He graduated from Emporia State University in 1990 and was commissioned as an active duty armor officer. Colonel Leiker retired in 2018 with a total of 32 years of service. Cameron served in the United States, Germany, Republic of South Korea, and Iraq and held command and leadership positions in South Korea, the Pentagon during 9-11, Iraq, and Hurricane Katrina relief. 

During his career, Cameron focused on Soldiers and their families. He developed comprehensive programs that helped Soldiers and their family members deal with the complex challenges of Soldier care. He developed a support council that focused on health improvement, risk reduction and suicide prevention. These programs helped thousands of Soldiers and family members. He also developed several initiatives that improved efficiency and effectiveness through business process improvement and organizational design.

Cameron is married to Brigadier General (Retired) Maria Biank and they have two amazing children. In retirement, he enjoys being a stay at home dad, custom woodworking, mentoring young men and women, staying active in the local Catholic church and his children’s schools, and volunteering. Cameron is honored to serve with Veteran’s Victory Alliance and other charities.

Steve has been with the Ravalli County Sheriff’s Office his entire career, beginning in 1995 and currently serving as Ravalli County Sheriff and Coroner since 2017. Sheriff Holton has served Ravalli County in numerous roles and assignments. He is a graduate of the Montana Law Enforcement Academy and the FBI National Academy. Sheriff Holto

Leah, a native of Northern California, cultivated her passion for the outdoors through summers spent camping in the redwoods and hiking. She is a graduate of the United States Military Academy (USMA), where she first met our founder, Victoria Miralda, as fellow cadets. Leah served for eight years as a Military Intelligence officer in both active and reserve capacities with the US Army.

Transitioning to a civilian career, Leah initially worked as a Certified Quality Engineer in manufacturing operations. For the past 15 years, she has specialized in project management and holds a Project Management Professional (PMP) certification. Currently, she is the Director of the Enterprise Project Management Office (EPMO) at Allegiant Airlines, headquartered in Las Vegas, where she has resided for over 20 years.

Leah has been dedicated to volunteering with USMA Admissions for over 15 years and now serves as the Nevada State Coordinator. She is enthusiastic about contributing to the Veterans Victory Alliance mission, offering Veterans and First Responders a vital opportunity to reconnect, recreate and rejuvenate at Moon Eagle River Ranch.

In his military career he excelled as a Patriot, SATCOM, and Space Senior Non-Commissioned Officer. After retiring in 2017, Gabe brought his wealth of knowledge and skills to the military community in Colorado Spring

 Gabe, a native of the vibrant city of El Paso, TX, is a combat veteran with 22 years of service in the United States Army. In his military career he excelled as a Patriot, SATCOM, and Space Senior Non-Commissioned Officer. After retiring in 2017, Gabe brought his wealth of knowledge and skills to the military community in Colorado Springs, Colorado where he continues his service to the military as a Space and High-Altitude Subject Matter Expert. When not immersed in his work, Gabe finds joy in his family, his wife, Monica, an Occupational Therapist, his three daughters, and  his grandson Eli. The Cardenas family has found a home in Colorado Springs, and they are grateful for the peace and beauty that surrounds them. He is delighted to join VVA to continue serving those who have served.

 Chris is a retired Army veteran who served from 1983 until 2016.  He served enlisted and as a commissioned officer and retired as a Colonel in Army Aviation.  Chris finished his career in Huntsville Alabama where he served as the AMCOM Chief of Staff, G5, and Military Deputy for the Aviation Logistics Center.   Upon retirement Chris retu

 Chris is a retired Army veteran who served from 1983 until 2016.  He served enlisted and as a commissioned officer and retired as a Colonel in Army Aviation.  Chris finished his career in Huntsville Alabama where he served as the AMCOM Chief of Staff, G5, and Military Deputy for the Aviation Logistics Center.   Upon retirement Chris returned to his roots in the Bitterroot valley Montana where he has fully embraced fly fishing, the outdoors, and volunteering.  He is currently serving as the Assistant Program Lead for the Hamilton Chapter of Project Healing Waters and assisting multiple other charities.  He has helped introduce dozens of veterans to the outdoors and finding respite through fly fishing and fly tying.  Additionally, he and his wife Dana have brought these skills and resources from Project Healing Waters to Moon Eagle River Ranch programs where they volunteered for each of the 2024 and 2025 veteran and 1st Responder retreats.  Chris and Dana live in Corvallis, MT.

Bill served in the U.S. Army for 20 years, culminating his military career as the Associate Dean for Strategic Planning at the United States Military Academy, West Point, NY. He most recently retired as Vice President of Healthcare Services at BizFlow Corporation, where he successfully led the company to rapidly develop several critical software and process solutions in response to stringent regulations set forth by Veteran’s Affairs. Prior to BizFlow, he served as an executive for TriWest Healthcare Alliance and for the United Services Automobile Association (USAA), providing professional expertise in operations, strategic planning, and project management.
